It takes its meaning from the Old English ceaster, itself borrowed from Latin castra, meaning a Roman military camp or fortified settlement. Chester, England — one of the most strategically significant Roman fortresses in Britain, originally called Deva Victrix — gave its name first to a local surname and eventually, in the nineteenth century, to a given name that carried with it the full weight of that Roman and medieval English heritage. The sense of "lives at the camp of the soldiers" reflects both the topographic origin and the military significance of the root.
